As The Old Republic’s server merges aren’t yet mandatory, BioWare is sweetening the deal for players to transfer to a higher-population server. Those who decide to take part in the free transfers will receive a Gannifari pet and 25 Black Hole commendations. The only rule is that the account has to be active prior to July 30th, and you can’t be banned. All transfer servers are eligible for the deal.

This may help people move to the destination servers, but there are still some guilds who don’t want to move. Some of the destination servers are combining really huge guilds with other really huge guilds, and some players don’t want the added competition on servers. It’s going to be a challenge to get some of those larger guilds to move, and they may not do it until the merges become mandatory.
